Job Description

As a highly skilled and motivated Civil Group Program Manager, you will oversee and manage a diverse portfolio of civil engineering projects in the Delaware market. The successful candidate will be responsible for leading and managing a team of engineers and technical experts in the execution of multi-disciplinary projects for state agencies, municipalities, and private-sector clients. The role requires a blend of strong leadership, strategic planning, project management, and technical expertise, with a focus on delivering high-quality services that meet client expectations, adhere to regulatory standards, and contribute to the success and growth of Kleinfelder’s Delaware group. This hybrid position is offered at either our Dover or New Castle, DE office.

 

Key Responsibilities:

  • Lead and manage a team of engineers and technical professionals on a variety of civil engineering projects, ensuring efficient project execution from inception through completion.
  • Oversee project portfolios, ensuring that all projects are delivered on time, within budget, and meet the required quality standards.
  • Collaborate with clients to define project scope, establish timelines, and manage expectations.
  • Develop and implement project strategies, schedules, and budgets to achieve client goals and drive customer value.
  • Manage project risks and develop mitigation strategies to ensure the success of the program.
  • Coordinate cross-functional teams, including engineers, designers, and subcontractors, to ensure that project milestones are met, and quality standards are upheld.
  • Conduct regular project reviews, provide progress reports, and ensure clear communication between clients, stakeholders, and internal leadership teams.
  • Lead business development efforts by identifying and pursuing new opportunities, participating and preparing proposals, and fostering long-term client relationships.
  • Ensure compliance with local, state, and federal regulations and Kleinfelder’s internal quality control and risk management protocols.
  • Ensure the stewardship of health and safety on all projects by promoting a culture of safety, adhering to regulatory standards, and ensuring that all team members are trained and compliant with safety protocols.
  • Drive continuous improvement in project delivery processes, mentoring staff, and promoting a culture of collaboration and innovation.

 

Qualifications:

  • Bachelor’s degree in civil engineering or a related field from an accredited institution.
  • Minimum of 10 years of experience in civil engineering, with at least 5 years in project/program management roles.
  • Proven experience managing complex, multi-disciplinary civil engineering projects, preferably within the public sector (state agencies, municipalities).
  • Professional Engineering (PE) license in the state of Delaware
  • Extensive knowledge of civil engineering principles, design, and construction management practices.
  • Strong leadership and team management skills with the ability to motivate and mentor junior staff.
  • Excellent communication, interpersonal, and presentation skills.
  • Experience in budget management, risk assessment, and client relationship building.
  • Ability to manage multiple projects and prioritize tasks effectively in a fast-paced environment.

Preferred Qualifications:

  • Master’s degree in civil engineering or related field.
  • Experience working on energy, transportation, water, or environmental projects.
  • Established network within Delaware’s state and municipal agencies.
