The Drafter will prepare drawings and exhibits for design, permitting, land acquisition, operation, maintenance, and construction of natural gas distribution systems. Some typical project types are long transmission pipeline installations, retrofitting existing pipelines and installing or upgrading system controls, valves, and fittings. Drawing components include wiring diagrams, foundations, component assemblies, welded assemblies and geo-referenced aerial imagery.    The Drafter may be responsible to review as-built documentation for accuracy, report findings and incorporate red line as-built information into existing drawings in various formats. Kleinfelder provides training for all new tasks.   This is an exciting and challenging position that requires exceptional verbal and written communication skills and a highly organized and responsive candidate, capable of working in a diverse team environment and handling multiple tasks with competing priorities.    Responsibilities may include:  - Supporting geotechnical field work / analysis including soil boring logging, sampling, and testing. - Soil boring and monitoring well installation. - Organization and performance of the geotechnical and environmental field investigation. - Oversight of subcontractors and vendors performing drilling, laboratory analytical services. maintenance, and excavation activities. - Soil, sediment, surface water, and groundwater screening and sampling. - Conducting site inspections as part of environmental assessments and compliance audits. - Preparation of proposals, cost estimates, plans, technical specifications, including day-to-day client and stakeholder correspondence. - Review and interpret data and analytical laboratory results. - Prepare field reports, internal / external correspondence, technical reports and geologic analyses.   Kleinfelder Construction Services is seeking a Project Controls Associate to join our team. This is a full-time in-office position at our Kearny Mesa office location.   Summary Under the direction of the CM Division Senior Controls Manager, the Project Controls Associate performs assignments relating to project forecasting, cost control, documentation, and monthly client reporting;   Regularly participates in administration of contract and task orders including budget baseline, generation of cost proposals and pricing materials, and monitoring of financial performance, and subconsultant management;  Effectively monitors and manages project within the designated accounting and management software tool (Deltek and WoPR) including review of project charges, staffing plans, work breakdown structure, subcontracts and master work agreements and other direct project cost;.  Performs a variety of accounting tasks related to contract and task order administration including completion of monthly invoice packages, collections, client calls, daily review of outstanding AR, accounting adjustments, resolving short payments and analyzing of client accounting forms and guidelines;  Performs labor compliance tasks including review of certified payroll, review of supporting labor compliance documentation,  and management of various labor compliance systems.  Assists with assigned contract and task order review and analysis including review of insurance requirements, specialized provisions, and contract language. Works independently under minimal supervision from Manager,  using knowledge of the industry to accomplish goals and objectives and to solve problems of moderate scope.   Responsibilities - Prepares forms, invoices, work orders, subconsultant work orders, and other documents related to the contracts, task orders and subcontracts. - Prepares monthly client reports, projection reports and work plans, contract, task order and subconsultant documents. - Conducts investigations and inquiries into specific project problems, including payment, claims, and compliance issues, and works closely with clients, subconsultants, and task order and contract management to resolve. - Develops and implements contract and task order budget analysis, earned value analysis, status reports, and cost projections based on project scope. Tracks and monitors variances. - Sets up advanced invoice templates and assists in review of invoices for discrepancies, compliance with contract requirements,  and compliance with prevailing wage law. Conducts inquiries and resolves specific project accounting issues. - Assists with contract administration and ensuring compliance with contract requirements in coordination with the Legal/Contracts group. - Manages contract and task order projections and assists with resource planning. - Assists in the development of cost proposals, and ongoing monitoring and controlling of costs to achieve financial target metrics for assigned contracts and task orders. - Effectively uses Kleinfelder workflows and processes to assist with completion of proposals, and development of contracts, and to perform maintenance of project records, monitoring of project performance, billing of clients, collection of receivables and project closeout. - Performs project administration to meet or exceed client expectations while meeting industry standard of care. - Assists in the review and approval of weekly timecards and expense reporting to ensure that time is accurately recorded per the expectations of the assigned work, that expenses are allowable per the terms of the contract and that all prevailing wage requirements have been met. - Acts as the labor compliance professional for assigned contracts and task orders including being educated on the most current prevailing wage laws, review of company and subconsultant certified payroll, providing assistance and direction to subconsultants on the various components of the scope of work as it applies to prevailing wage, and remaining compliant within the DIR labor compliance uploading platform and other agency specific compliance tools. - Handles customer questions and complaints, communicates with customers, handles service problems politely and efficiently, follows procedure to solve customer problems, understands company products, services, and maintains a pleasant and professional image. - Meets commitments, works independently, accepts accountability, handles changes, sets personal standards, stays focused under pressure, meets attendance and punctuality requirements. - Prioritizes well, shows energy, reacts to opportunities, instills urgency in others, meets deadlines. - Performs various functions of assigned tasks under the unique requirements of an on-call contract recognizing the likelihood of fluctuation of workload and necessity of accepting non-normal on-going work hours.   Minimum Requirements - Associate degree from a two-year college in finance, business, project management, or equivalent combination of education and experience required. A bachelor’s degree is preferred. - California Prevailing Wage / Federal Davis Bacon training is required . - Minimum of 1 to 3 years of relevant experience. - Preferred minimum of 1 year of financial/accounting or construction management experience. - Other Knowledge and Skills: Intermediate to advanced knowledge of Microsoft Office with an emphasis on Excel is required.
